Three privately-owned islands in Malaysia for sale ?
Kota Kinabalu (The Star/ANN) - At least three privately-owned islands off Sabah are up for sale and the state is quickly moving to ensure that its interests are safeguarded.
Sabah Land and Survey Department director Datuk Osman Jamal said there was little the state could do as the islands were privately owned.
"It is the right of the individuals to sell them," he said after attending a Hari Raya open house here Wednesday.
Osman said he had, however, discussed the sale of part of Pulau Mengalum and Pulau Montokud both in the west coast and Pulau Pandanan in the east coast with Chief Minister Datuk Musa Aman.
"The Chief Minister advised me to look into all possibilities," he said when asked what measures could be taken to ensure Sabah's interests were protected.
"We are looking at various state ordinances," Osman said, adding that as state Collector for Land Revenue, he would need to approve any registration for the transfer of the properties to new owners.
Osman said Pulau Mengalum, some 60km from the city, was once owned by the Sabah Veterinary Department.
However, about half of the island, some 101ha, was handed over to a company in the late 1990s as part of a land swap deal for the firm to construct the state Agriculture and Food Industries Ministry office here.
He said the seven-hectare Pulau Montukud, off the south west Papar district and the four-hectare Pulau Pandanan off Semporna district have been owned by individuals.
The three islands were listed for sale on http://www.privateislandsonline.com/malaysia.htm with the price tag for Pulau Mengalum set at US$18 million while the asking price for
Pulau Montokud and Pulau Pandanan were set at US$11.26 million and US$2 million respectively.
Some people believe Pulau Mengalum holds historical significance for the country as the island's name was believed to have been derived from the Spanish explorer Philip Magellan.
It is said that Magellan had stopped at the island before discovering the Philippines.

A Dutch firm is developing a high-speed bus that could take the sting out of inter-city travel
Japan might have the Shinkansen (or "Bullet Train"), but a Netherlands firm is developing a high-speed bus that could all but match the Japanese bullet for rapidity. Dubbed the Superbus concept, the 15m long, electric-powered vehicle is said to be capable of carrying 23 passengers at speeds of up to 250km/h on a dedicated "speed track". The low-slung bus was displayed earlier this year at a transport expo in Dubai, in the United Arab Emirates, and it’s currently being trialled in the UAE capital of Abu Dhabi. If the trials prove successful, the Superbus could ply the route between Dubai and Abu Dhabi – a 120km stretch that the bus could theoretically cover in just over 30 minutes. The Superbus is the brainchild of a design team at TU Delft University of Technology in Holland, and its designers are pitching it as the shape of things to come in sustainable transport. Rather than being laid out like a conventional bus, the novel concept houses passengers in forward and backward facing rows, and there are eight doors on each flank to make for easy ingress and egress.

According to the initial proposal, the Superbus would operate on its dedicated two-lane highway between Abu Dhabi and Dubai, and leave the "speed track" in urban areas to drop off passengers at agreed locations. Powered by lithium iron phosphate batteries, the 390kW Superbus is similar in length and width to a conventional bus, but in the quest for optimised aerodynamics it sits only as high as an average SUV – and it’s fronted by a beak that’s seemingly borrowed from a supercar. The high-tech Superbus is cloaked in a carbonfibre bodyshell, and it uses rear-wheel steering to boost low-speed manoeuvrability and high-speed stability. Its safety kit also includes advanced radar and electronic obstacle-detection systems.

It also deviates from the norm in that, rather than operating according to a fixed timetable, commuters would book online or with their mobile phone, and the bus would then pick them up and drop them off at their desired location. However, the Superbus is still at least four years away from being road-ready as its makers say there are still several packaging, safety and logistical issues to be resolved in the interim.

weakening growth in top economies and poor liquidity at European banks
The euro inched lower against the dollar and the US currency dropped versus the yen, whose strength continued to hurt Japanese exporters. "Weak data continues to make the hairs on the back of investors necks stand up and with volatility remaining high across global equity markets, the reaction in the markets to this sensitivity remains quick and severe," said Joshua Raymond, chief market strategist at City Index traders in London.
London was down 2.55 percent, Frankfurt shed 3.65 percent, Paris lost 2.99 percent, Madrid tumbled 2.94 percent and Milan gave up 2.71 percent. In Asia, Tokyo tumbled 2.51 percent, hit by the double-whammy of global fears and the persistently strong yen, while Sydney shed 3.51 percent and Seoul plunged 6.22 percent. "Further weak manufacturing data from the US and surprisingly poor German GDP this week increase the likelihood of a double-dip recession and recent evidence indicates there are also inflationary pressures in these weakening economies," said Spreadex trader Jordan Lambert. "This is a double blow to consumers as they now have price rises to deal with along with job insecurity which all leads to less disposable income. Despite the gloomy economic picture M&A activity continues."
Hewlett-Packard, the world's top personal computer maker, announced Thursday that it was buying British enterprise software company Autonomy for $10.24 billion (7.17 billion euros). HP said it would purchase all of the outstanding shares of Autonomy for $42.11 a share in cash, a premium of 64 percent over Autonomy's closing price on the London Stock Exchange on Wednesday. Autonomy's share price jumped 75 percent on Friday.
With trillions of dollars wiped off global stock markets in recent weeks, cash-rich companies are seizing bargains. Google shook up the mobile phone industry Monday with the announcement it was buying US smartphone maker Motorola Mobility for $12.5 billion. London-based brewer SABMiller meanwhile launched a hostile bid for Australian beer giant Foster's on Wednesday worth $10 billion.
Elsewhere, gold continued to benefit from the stock market turmoil, with the precious metal striking a record high of $1,868.63 an ounce on the London Bullion Market. "Flights to safe haven asset plays such as gold, which remains the defensive trade of choice, has continued," said analyst Raymond.
New worries about a second recession in the United States and Europe, prompted by an investment bank report, sent US stocks into a new sharp fall on Thursday. The Dow Jones Industrial Average closed down 3.68 percent, the broader S&P 500 sank 4.46 percent and the tech-heavy Nasdaq Composite dived 5.22 percent. The spark to the new fall was a Morgan Stanley report warning that global growth was slowing and that the United States and Europe were on the precipice of plunging into a new recession, two years after the end of the last one.
In foreign exchange deals Friday, the euro was slightly down at $1.4333 compared with $1.4337 late in New York on Thursday. The dollar dropped to 76.39 yen from 76.52 yen Thursday

Bachmann stutters and splutters over her 'judgement' of gays
Bachmann was asked during an interview, whether her view of gay marriage was the same she expressed in 2004 when she said being gay was 'part of Satan.'
The Republican stammered a bit and responded that she is 'running for the presidency of the United States, and not as anyone's judge.'
"I, I, I don't judge them. I don't judge them. I am running for presidency of the United States," the Daily News quoted Bachmann, as saying.
"I am not anyone's judge, and I'm not standing in as anyone's judge," she continued the same slogan when pressed again.
Bachmann then went on to say that she believed marriage is between a man and a woman.
She has been blasted by pro-gay rights groups for her views on gays and lesbians. Her husband has been accused of running clinics that council gay teenagers to be heterosexual.

World Bank chief warns of 'more dangerous' times
Zoellick said the eurozone's sovereign debt issues were more troubling than the "medium and long-term" problems which saw the United States downgraded by Standard and Poor's last week, sending global markets into panic.
"We are in the early moments of a new and different storm, it's not the same as 2008," said Zoellick, referring to the global financial crisis.
"In the past couple of weeks the world has moved from a troubled multi-speed recovery -- with emerging markets and a few economies like Australia having good growth and developed markets struggling -- to a new and more dangerous phase," he said in an interview with the Weekend Australian newspaper.
People were in less debt than during the credit crunch but Zoellick said there was less room to manoeuvre this time round.
"Most developed countries have used up their fiscal space and monetary policy is about as loose as it can be," he said.
Zoellick said the eurozone's structure "could turn out to be the most important" challenge currently facing the world economy, with some hope for Spain and Italy but debt-crippled Greece and Portugal unable to devalue.
European Union action taken to date falls short of what is needed, the World Bank chief said.
"The lesson of 2008 is that the later you act, the more you have to do," said Zoellick.
Markets swung wildly this week on rumours of a French credit downgrade over the debt crisis, which started in Greece and is now fuelled by fears Spain or Italy might default, sparking a break-up of the 17-nation currency.
Investors are now questioning whether France and Germany, the eurozone's two largest economies, can continue to underwrite other states' debts without themselves losing their top credit ratings.
Under pressure to calm jittery markets, European nations are pushing through measures agreed in Brussels on July 21 to rescue Greece and the euro currency.
However the speaker of Germany's parliament, Norbert Lammert, warned German Chancellor Angela Merkel Saturday against rushing measures through the Bundestag, saying that their complexity demanded more time.
Merkel is also facing opposition on the measures to extend the eurozone's crisis fund from within her own governing coalition.
Lammert also expressed concern that European leaders had failed to agree on mandatory sanctions against countries that mismanage their finances.
In Italy meanwhile, the cabinet approved a 45.5-billion-euro ($64.8-billion) austerity budget Friday that would see high earners taxed more and substantial cuts to local government.
Finance Minister Giulio Tremonti laid the blame for Italy's predicament firmly on the lack of eurobonds.
"If we had had eurobonds, we would not be where we are today," he told a press conference Saturday.
The European Commission will publish a report later this year on the possibility of issuing eurobonds -- bonds issued and traded outside the country whose currency they are denominated in -- guaranteed by eurozone states.
In Asia, a continent of developing economies led by China to which power, influence and weight was shifting "very fast by historical standards", according to Zoellick, economic ministers nevertheless remain cautious.
On Saturday ministers predicted a slowdown in regional growth amid the European debt crisis and planned spending cuts in the United States.
Meeting in Indonesia, they predicted that 2010's 7.5 percent collective growth from the economies of the 10-state Association of Southeast Asian Nations could slip to below six percent this year.

China shuts chemical plant amid mass protest
The demonstration by some 12,000 residents in the northeastern city of Dalian is the latest bout of unrest to hit China as anger over issues such as social inequalities and environmental degradation boils over.
Residents in the port city in Liaoning province gathered in front of the municipal government's office on Sunday morning, and were joined by more and more people, the official Xinhua news agency said.
Some scuffled with riot police, throwing bottles of water at them as they tried to cordon off one of the city's main arteries, but there were no reports of injuries, it added.
Hundreds of people then broke off and started moving to other parts of the city, chanting slogans and waving banners. According to unconfirmed postings on Twitter, a lot of armed police vehicles were seen moving into the city.
The largely peaceful protest was triggered by mounting fears over the safety of a factory that makes paraxylene -- a flammable carcinogenic liquid used in the production of polyester films and fabrics.
On Monday, residents living near the plant had to be evacuated after waves triggered by an incoming storm breached a dyke protecting the factory and threatened to damage the building, sparking fears of a toxic chemical spill.
Workers managed to repair the dyke, but residents have been left worried about the potential for environmental damage by the plant, which belongs to the private Fujia Group.
The municipal government ordered the plant be closed "immediately" after protesters refused to disperse, and also pledged to relocate the plant, Xinhua reported. Calls to the government went unanswered on Sunday.
One hotel receptionist, who refused to be named, told AFP by phone that protesters were worried about their health. "If people had a better choice, they would not take to the streets," she said.
Pictures of the protest posted on Sina's Weibo, the Chinese equivalent of Twitter, showed people marching down a street with a banner that read: "We want to survive, we want a good environment, give me back my Dalian."
Other pictures showed wide streets full of protesters, hundreds of people staging a sit-in on a square in front of the government office, and children taking part in the demonstrations with their parents.
In a sign of the sensitivity of the protest, China's censors appeared to be blocking any mention of the subject on Weibo.
Searches for "Dalian" came up with a message saying "search results cannot be displayed due to relevant laws, regulations and policies."
Pollution-related scares are common in China -- the world's biggest emitter of greenhouse gases -- where an emphasis on economic growth over the past three decades has led to widespread environmental degradation.
As such, environmental problems have triggered a rising number of riots and other forms of public unrest over the years.
In one high-profile case in 2007, work on a billion-dollar petrochemical plant in the southeastern port city of Xiamen was scrapped following huge public discontent about industrial pollution.
The Dalian protest is the latest bout of unrest to hit China in recent months, as social discontent and ethnic tensions boil over.
On Thursday, thousands of people took to the streets in the southwestern province of Guizhou, with some smashing and burning vehicles, after a city official "chengguan" in Chinese injured a female cyclist.
The "chengguan" responsible for low-level policing on China's streets are widely disliked and have a reputation for using brute force against civilians.
In July, the far-western region of Xinjiang -- home to the mainly Muslim Uighur minority -- was the scene of at least three violent attacks and clashes that killed more than 30 people.
And in late May, thousands of ethnic Mongols protested in northern China for several days over the killing of a herder.
